The day was originally observed in 1991 as a way to honor Dr. BC Roy, the former chief minister of Bengal, for his contributions to serving humanity. He was born on July 1st, 1882, and passed away on July 1st, 1962.
On February 4, 1961, he was also awarded the title of Bharat Ratna.
